Mandy Roe

Mandy Roe is the Chief of Staff at the Kansas Insurance Department. She has more than 15 years of experience in political communication and government affairs. Mandy joined the Department in 2019 alongside Kansas Insurance Commissioner Vicki Schmidt. 

Cary Phillips, JD, CPCU, CLU, AIC, ARe

CP1 Consulting, LLC

Cary Phillips, JD, CPCU, CLU, AIC, ARe, and more recently, a stand-up comedian, is much funnier and more interesting than his background would suggest. A former practicing attorney, reinsurance executive, and GE-trained Master Black Belt in Six Sigma Process Improvement, Cary now travels the U.S. conducting a one-day business simulation on financial acumen for thousands of employees. He also speaks on leadership skills for individual contributors, process improvement, and lessons learned from playing bingo on a cruise ship (seriously). Cary is a member of the National Speakers Association and currently serves on the K.C. CPCU Board of Directors.

Marquita Miller-Joshua

Marquita Miller-Joshua is a compelling speaker engaging with audiences at universities, conferences and corporations. 

Marquita captivates viewers as she regularly hosts TV segments on CBS and Fox morning shows while serving as a contributing writer for Black Enterprise Magazine. Pushing the envelope, she uplifts attendees at her annual "No More Excuses, Only Results" conference, empowering them with tools to break barriers, eliminate excuses and own their goals.

Brett Clausen

Government Relations and Process Improvement Vice President

Brett Clausen joined the Farm Bureau companies in 1990. Over the next several years, he held various positions including District Claims Manager and Vice President of Underwriting. In 2003, Clausen moved to the West Des Moines, Iowa home office to lead Underwriting and Operations. In his present capacity, Clausen coordinates the organization’s government relations function, leads the organization’s process improvement efforts, and provides expertise to the leadership development area.

Clausen currently serves on the Executive Committee and the Leadership Council as President-Elect for The Institutes/CPCU Society.


Phil Keena

Senior Fire Consultant

Mr. Keena holds an A.A. in Fire Administration, a B.S. in Organizational Leadership, an M.S. in Management, and is currently completing a degree in Fire Protection and Safety Engineering Technology. He is a Certified Fire Investigator through the IAAI, a licensed Private Fire Investigator, and also holds a Private Detective License in multiple states.

As a firefighter for 25+ years, Mr. Keena has seen a wide range of fire, arson, and explosion scenarios. As a fire investigator, he has conducted origin and cause investigations on fatal structure fires, residential fires, commercial fires, and vehicle fires.

Paul Heacock

Author of BASIC Relationship and Leadership Strategies – Commonsense Ideas of How to Get Along Better With the Important People in Your Life

Paul has a long insurance career as a CEO, CFO, CIO, trainer and entrepreneur. Paul serves on the Board of Directors at both Armed Forces Insurance Company and Cameron Mutual Insurance Company. He recently completed 15+ years on the boards of the Missouri Insurance Education Foundation. In “retirement”, Paul authored “BASIC Relationship and Leadership Strategies – Commonsense Ideas on How to Get Along Better with the Important People in Your Life.” He currently provides presentations on the BASIC strategies and facilitates the Insurance Regulatory Examiner Society’s Market Conduct Management course and Profit and Cash – The Insurance Game.
